Provider adapters, priority, permitted rate types and effective periods are configuration, not accounting code. The system tries approved providers in priority order and records every rate it uses.

Fallback rateA rate taken from the next approved provider because the main provider could not supply one. The reason is kept on the rate evidence.

Priority PriorityThe system asks priority 1 first. If that provider cannot supply a rate, it tries the next approved provider and records the reason on the rate evidence.
